Abstract
Bangladesh is a small country with a huge population. Most of the people does not own a fixed premise to live. They rely on other house owners to stay as tenant in their premise. The rent in that case is always a big question. Most people living in big cities like Dhaka or Chittagong stay as tenant in other premises. The Premises Rent Control Act, 1991 was enacted to bring a fixed regulation for the control of rents of premises. And this Act is not only about the tenants. This Act tends to create a balance between the interests of both the house owners and the tenants by giving a justified set of rules. But this enacted law sees almost no implementation. Almost no tenant knows that there is a law regarding house rent control. The current scenario shows that the tenants are always at the mercy of the house owners. The house owners increase the amount of rent as much as they like, any time they like, violating the provision of the Premises Rent Control Act, 1991.
